Consul-General at Shanghai reports difficulty in
iamnection with the Central and North China Godowns and
Press Packing Company and Tangtse Tharf and Godown Company
stated to be registered in Hongkong but entirely directed

shares held by an my nationals. Consul-General points out

breach of the pease, companies can defy law as to trading
with enemy while enjoying privileges of British Companies.
Exclusion from White List and China Companies Order-in-

reports that you state you have no legislation to meet such case6. I suggest legislation of a similar kind to
Section 11 of the Trading with the Enemy Act, 1915. Please
